Do they rotate wheels when they do tires?

When I have tires rotated, do they rotate them on the wheel or take them off and only rotate tires. I think they rotate the wheels also, but why not only the tires?Do they rotate wheels when they do tires?
wheels and tires are rotated at the same time.it would be to much labor to remove the tires from the rims to rotate.the tires stay on the same rims for the life of the tire unless they are damaged.Do they rotate wheels when they do tires?
The tires and wheels stay together. Otherwise they have to be rebalanced, etc. (lot of work and cost).

P.S. Car tires don't need rotation as often as before. The front wheel drive car, the front wheels wear out about 2 to 3 times faster. So you would want to swap them half way so you can get even wear. that's about it.
