I am looking into getting some 30x9.5 (245/75R16 ) Good year Wrangler MT/r tires, Some guy says he has them on a set of 15x8 Rims, but I thought the 16 at the end of the measurements meant they needed to be on a 16" wheel. Am I reading it right?What wheels would I need for these tires?
Yup, you read it right. The 16 at the end of the sequence stands for a 16" rim, so a 16x7'' rim would be perfect for that tire (the actual tread width is around 7.0-7.5").

Yep the 16 means you will need 16" rims for those tires. Many times the same size of tire is made for several different sizes of rims, my guess is that the tires you mentioned are available for 15, 16 and 17 inch rims.What wheels would I need for these tires?
16x7 are fine, 16x8 will let the tire spread out more and look better. I have 32x11.5x15 on 15x10 rims. Personally I prefer 15" over 16" I want more tire for off road than rim. The rim will flex, it will just not flex back. ;)
